Ben is speaking to Father Torque
Father Torque is the former leader of the Polecats. He pass the torch to Ben to lead the Polecats and offer him some advice. He rides a blue Corley Hardtail along the Mine Roads. He gave advice to Ben what to do next. At the end of the game he performed a memorial service for Malcolm Corley.
Trivia
Besides that he voiced Father Torque, he also voiced Malcolm Corley and Mavis guard.
