Wendy is a member of the Vultures.
She was present in the briefing where Suzi described her plan for stealing the Corley Hardtail, standing next to Maureen Corley.

Wendy is mentioned only in the credits of the game, as voiced by actress Zachary Barton (like Razor).
The name must be a reference to Wendy, a character from Maniac Mansion (along with Michael, Sid and Razor).
In the final game however there isn't any voiced role of that character, and the name is not mentioned in the dialogues. The connection between the name and the character can be made more-or-less safely, as she is the only remaining female member of the gang; and based on her hair color, as she is brunette, like Wendy in Maniac Mansion.
